It's because they had Gale Banks himself give it that whopping 450hp.

I would've expected the interior to be a lot nicer at that price.

If I remember correctly that Icon company sells all their vehicles for about that much, all conversions of some sort too. Apparently people are buying them though, because they've been around for a bit and are fairly well known.
