96 7.3 no start

I have a 96 f450 7.3 can not start has new fuel pump and glow plugs. When running it runs like a top but cant get her to start any ideas already jumped gpr

does it/will it start normally if plugged in for 2-3+ hours? (or restarts fine after it's been up to operating temperature?)
