99 7.3 No start

Hello this is my first diesel so bare with me here. I bought a 99 crew cab 4 wheel drive that has been rolled over. I have only gotten it to start with starting fluid but it won't stay running. The glow plug relay was bad so I replaced it. Still won't start. Unplugged ICP. Last night I hooked a gauge to the top fitting on the back of the fuel bowl and got 60 psi when the pump spooled up. As soon as the pump shuts off the pressure drops to 15 or so. Is this normal? While cranking the pressure fluctuates from 35 to 60. HPOP level is good. The only codes it has shown so far are 1280, 0237, 0603, and 0470. I would appreciate any help y'all can give.

P1280 is an ICP code, probably from unplugging the sensor.
P0237 is a MAP code I believe.
P0603 is a KAM error. Internal Control Module.
P0470 is an exhaust back pressure sensor code.

As for your fuel issue... No, it should not drop to 15 psi. The fuel pressure needs to stay consistently around 50-60 psi.

How does it run when you actually get it started?

I had to keep dosing it with starting fluid to keep it running. I got it to idle on its on for about 15 minutes one time but if you play with the accelerator it dies. Definitely feels like its starving for fuel. Would the regulator allow the pressure to bleed off or would it more than likely be a bad pump?

Its filthy but I don't see any fresh puddles. The batteries were getting weak so after charging it held 60 psi while cranking but it still drops off after the fuel pump stops running.It smells like its getting fuel.

I don't think he's leaking any fuel. Sounds like he's referencing the pump shutting off after the key has been on for x amount of time, which is normal. If your seeing 60psi of fuel pressure while cranking, that's not your problem. Can you read your ICP pressure while cranking?

My truck has been off for over an hour, I bet I still have pressure in the system. If the pressure is leaking down that fast, there is a leak somewhere in the system, there has to be.

I don't have any leaks or problems with my truck, but immediately after I shut my truck off my mechanical gauge drops to 20psi and will settle down to zero eventually.

I'm gonna move my gauge to the ICP sensor tomorrow and see what I get. I am not seeing any fuel leaking anywhere. I wondered if the pump was letting the pressure bleed back to the tank after it stops.

Well I was wrong. I tried to start it again this morning and there IS fuel in the engine valley. I'm gonna clean it up and see if I can figure out where it's coming from.

Probably the fuel drain. It is on the back of the bowl. You can get a kit for a few bucks to replace the o-rings in it.

For a temp fix, you can pull it off, and cut a piece of gasket material. Only make holes for the bolts to go through. Bolt the valve back on with the solid gasket material in between the bowl and the valve. It blocks it off.

Well I don't have the correct fitting to put the gauge on the ICP. I'll have to wait till I go back to work Monday night and borrow one. The fuel in the valley could have been where I was messing the filter previously. I cleaned it up and don't see any leaking anywhere. There is no smoke now coming from the exhaust while trying to start it. I can smell fuel but don't see any leaking. The tach shows about 200rpm while turning over. It sounds like it's wants to fire but still no luck.

Well I finally hooked my gauge up where my ICP goes and I got 1500-2000 psi while cranking. I noticed however my oil pressure gauge on the dash stayed at 0. Before it was coming up while the engine turned over. Also I have no smoke out of the exhaust now where I was before.

After charging the batteries and trying again the oil pressure gauge finally jumped up and it sounds like it wants to start. HPOP still fluctuates between 1500 and 2000 and I smell fuel but no smoke.

Might need a new starter. Might pull it out and have it checked. Gotta turn 500 RPM before it will bust off.
