Check and MAKE SURE the pump is operating. The black box is a vacuum reservoir, so when you pull the line off, nothing should come out - atmospheric pressure should rush in, making a hiss. (That is if it holds vacuum.)
If the pump works, now you have to inspect the vacuum lines for leaks. In my experience, most of the issues are with cracked reservoirs and lines that have rubbed through on something metal causing a loss of vacuum.
