Battery Voltage

I have a 97 f250 Powerstroke when you turn the key and wait for the glow plug light to turn off the voltage is low on the gauge then I start it and it stays low for about a minute or two then it jumps up to full voltage. I'm not sure if this is normal or not I'm new to the diesel world.

Like Tom said, completely normal. The glow-plugs pull close to 200 amps on a cold start.
I typically wait until my glow-plugs have cycled off before turning on any additional electronics (headlights, aux lights, stereo, HVAC blower motor). Might not be necessary, but I figure the less accessories pulling current the better.

The Wait to Start or WTS light isn't tied into your glow plugs. Like the others have said what your seeing is normal.
