use a allan wrench to make sure there bottomed out, then back them off and turn they they touch, finger tight if you will, but by no means torqued in there

so bottom them out with an allen, and back them out one half turn or "finger tight"?

They don't need to be torqued in there, just "seated" I'd go finger tight and then like a hair more with an allen wrench just to ensure they're seated well, but most importantly clean those holes out REALLY well.

I do put a dab of engine oil on the bottom threads but other then that, Shawn described same way I do it. Except I only go to 210 ft/lbs with the new lube.

Roloc disc - you need to keep it flat with moderate pressure. Angle it on there and lean on it and will take material off. You're only removing old gasket material, not trying to machine the surface.

Use this with a little elbow grease to clean up the rough spots, Repeat process if needed, like everybody else has said, Clean out threads in block with a thread chaser and blow holes out with brake cleaner and air. Make sure heads and block are flat, little bit of oil on bottom of studs and lots of lube on top of studs,nuts and washers. I mainly use h-11's and torque to spec. Never had any issues.
