I'd pull the wheels and drums to check the condition of the shoes and assembly. What often happens to these trucks is that a hub seal will fail and make a mess of the shoes and drum (somehow I know about that deal). If the hubs are ok and the shoes are ok, reinstall the drums and wheels, then adjust the shoes tighter using the access hole on the back of the backing plate (usually requires removal of a rubber plug in hole). Adjust starwheel until you can hear the shoes drag on drum a little. Once that is done on both sides, the ebrake level should travel much less before resistance.
Normally, if the brakes/adjusters are working properly, they will self adjust when applying the brakes in reverse.
