Unless you use shrink tubing with a sealant inside of it, there is no waterproofing using shrink tubing. You can use glue gun cement to thinly coat the connection and some of the insulation then use shrink tubing. Then there is a waterproof connection. The excess cement just oozes out when the tubing is shrunk and is easily removed.

Tried and proved since 3M developed the method of lining the shrink with hot set cement for commercial and military applications many years ago.
