Early 03 gutted butterfly valve?

I came across this odd duck today from an early 03 engine. It appears that the internals for the buterfly valve on the intake were never installed from the factory? has anybody come across this before?

Yeah my truck had the same thing, it's an early build 04.

Pretty sure there was a recall to remove the original assembly and install the "blank"

I don't remember a recall, but I remember the blank elbows. I believe the butterfly valve was in the plan, but they found they could get enough EGR flow to meet emissions without it. So they deleted the valve. Everything was already set up for the valve, so obviously cheaper to use existing parts. Later on something changed (maybe with the uppipes, I can't remember,) and they needed the valve again.

the butterfly was only in the 04.5 trucks. needless to say i gutted mine lol

When I was on diesel bombers a lot, we had a guy who kept having an issue with no starts on his 05 truck. Come to find out, his truck was from Canada, it was an 05 model year and it had the butterfly valve in it. I never thought to ask him about it because it was an 05.

I've got an 04.5 and have been meaning to pull the valve and see if there's anything inside it.
If there is, then it's good to pull that valve out??
Should just get an aftermarket elbow and do away with all the extra crap, right?
I've been deleted for a few years now, is that valve what causes the fart sound when you get off the throttle under boost?
