Flush mount led lights?

Ok guys so here is the deal, I got some flush mount lights and I'm wanting to install them on my rear bumper. My only concern is will the bumper peel or bubble after I cut into it....it's a chrome rear bumper and I was thinking I'd tape it off cut my hole, then spray some kind of rust preventive.

Any insight would be great, just hoping for a little help

tape, cut, and spray some paint on the back side and the cuts. use stainless bolts.
