Insulation on top of engine?

I was wondering if there is supposed to be some sort of insulation packed on top of the engine, right in front of the turbo?
I'm working on one now and was about to remove all of it, but the stuff seems to be too clean and packed in there too well for some little critter to have placed it there.

There is no nsulation under the intakes in front of the turbo i have ever seen. It may be a cold weather package deal or something though. Like Jomax said, pictures would be easier to answer your question.
