they have grommets that go in the fins to stop the noise, I haven't done it yet because im trying to make my own

if im not mistaken those black fins are cooling vents… might not want to cover those up.

If you completely fill them in yeah, but just doing three section about an inch wide won't affect cooling. They're more of a heat sink really pulling heat away from the circuitry.
