It doesn't hurt to swap the pcm relay with the horn relay.

All re-flashing a PCM does is to put another set of programs or program onto it, it will do nothing if the PCM is DOA.

If you leave it barely plugged in, like when you say every thing is working, will it start? If so, your PCM is fine. If you swapped the horn relay and the PCM relay, and you know the horn was not working, you may have two bad relays. There is also a blower motor relay and an IDM relay.

my batteries have slowly been going dead with me turning the key on and off , as as we speak they are charging up and i have found that sweet spot in the connector where it will turn everything on so i am leaving it alone and am gonna try and start it, i will most likely end up getting a few of those relays like you said just to be sure , the horn use to work years ago but then stopped so we never really fixed it because it has train horns on it

What year truck/van did you get the connector out of and what year truck did you start with? And what color wires/pins are left over?

will double check on the color wires , im almost certain the motor that came out of the van was a CA van, i know for a fact it is a 97, now the connector is from a 97 truck but not from CA, i found that out after i went and bought the dang thing
