Will the scanner turn on or is is just dead? First thing to check for the saner would be the fuses both in the cab and under the hood. The PCM fuse is the #9 under the hood and the one for the scanner power is the cigarette lighter/power port one in the cab.

I would say that if it isn't communicating with the PCM then the PCM just may be bad. Check the connector on the PCM and make sure that it hasn't come loose and you might even want to pull it to see if any water has gotten into it or corroded connectors.

Also just to make sure, when you pulled your chip was the key out of the ignition? If not you may of smoked the PCM

Ok, Check the OBD II port and see if you have power, I'm not sure which pin it is but it has to have B+ on 1 pin. Once you get the scanner to communicate check for codes, Find out what your ICP is, then will the injectors buzz, check to see if the scanner is seeing RPM, and what you have for fuel pressure. One of those is going to get you going in the rite direction.
