What should rail pressure at while cruising...say 65ish. Mine stays at like 12.5-13.3 just because of the throttle fluctuation. What are the signs of a hpfp going bad? I can roll i to it and it will hit 26 no problem. At idle, the rpm's are around 900 because I'm running a livewire and dont have the egt sensors plugged in. At that idle its at 5.5, 5.6.

pretty sure those are are all normal, when it can't hold 24k rail pressure wide open in a 300hp tuning file, i'm pretty sure that would be a sign that's it going bad...but even if its at 23k i think that is still acceptable...not sure i'm sure someone else will chime in.

So it doesn't need to hold? I thought if it dropped its going bad?

it needs to hold at wide open yes. part throttle I don't think it matters as its above a certain pressure. I could be wrong. mine fluctuates at part throttle and my lift makes some pretty good noise in the winter time and my truck put down 549whp/1030tq in gear heads hot street, stock air filter, stock exhaust. delete pipe only, the tune is rated at 525 at the wheels. then i went to the track and put in the gear head race and ran a 13.05 at 102 which shows my truck was making 587hp at the wheels so i think that's pretty normal.
