To e-fuel or not?!

Alright just got my kit! It is beautiful! I have a few questions tho... For the mounting bracket, the instructions say to drill holes in the frame rail and use provided bolts to hold it. The thing is, there are only 2 bolts & no nuts. So how does this thing stay on there?? I have pictures. Sorry I am a noob
As you can see there are 2 holes on top of the bracket
And 2 holes on bottom
The ones on the bottom are tapped for the bolts but the top aren't? I don't want this thing falling off! Haha
Another thing is: a drain plug on one of the filter housings broke during shipping...
can I get this plug at Napa or anything like that? Thanks!!
