Trailer Brake Issue on 01

Yea I dug more in to it last night and I put a new plug on my truck and who ever wired it before didn't match the wires so blue wasn't being used lol. But I still only have 9 volts max to the brake pin?

Not sure if all brake controllers put out a full 12v.. that could be it.
