truck wont go in 4low

I had some stumps I had to yank out today went to put the truck in low and it won't go. its not the shifter mech I pulled the linkage off the tcase and the shifter moves very easily. its something with the tcase. I don't know what but it goes in 4 high and neutral just fine. it has no unusual noises coming from it full of clean fluid. I've never had it apart so I don't know what could be broke do you think its time for a new one or a rebuild.

Vehicle at stand still, trans in neutral, brake applied when attempting?

yes every thing as it should be it wouldn't go in when i had the truck in neutral. so i tried putting it in gear while pushing down the handle and pulling back thought in might be in a bind still nothing.
