Honestly with 3500 bucks id do springs, studs, and pushrods. Which will eat 1200 bucks.of your funds or the majority of it if you cant do it yourself. If you buy those parts its only a grand but after you get glow plugs and vc gaskets it'll cost 12 if you already have all the tools. A fuel system is 1200 bucks on the cheap end. Then you're left with a little money but not.enough to do anything else.
