Uh, that's dumb. Just looks like they slapped a 1/2" spacer behind the wheel and bolted it back on.

I change commercial tires and our rule is at a minimum flush with the outside of the nut.

Diameter of the stud is the correct amount of thread you need. I like to see 3 threads out if possible though.
