Whining noise coming from behind radiator

First time diesel owner here. I have a question about a noise I'm now hearing from behind the radiator. I literally bought the truck Monday and just started hearing this noise recently. It changes in pitch and sometimes even stops for awhile. It doesn't fluctuate with RPM's so I know it's not the belt. Maybe the fuel cooler pump? Attached is a picture of where I think the noise is coming from. Any help on what to do would be great. Thank you in advance!

Whs i would fix the boot, and make sure your fuel cooler reservoir is full, this will cause a whining. If its not, use a vacuum filler to fill it, the air is what cause the whining.

Hey thanks guys I appreciate the help. So I've tightened up the boot and put more coolant in the fuel cooler, still has that whining noise. Think it must be air??

There isnt a tear in the boot as well is there? That tends to cause more of a whooshing or squealing, but i guess could cause a whine. Could possibly be air too, was the fuel cooler tank low? Does the noise get worse turning or braking?

Fuel cooler tank was a little low, but I filled it and still get the noise. And no, it doesn't get worse turning or breaking.
