Wiring gremlin please help!

I have swapped the dash and harness out of a 96 PSD Into my 95. Everything works as should except for my wipers. When I turn my key to the "start" position not the spot where you leave it when its running but the spot that makes the engine turn over my wipers start working. I tried unplugging my multifunction switch and they still run when I do this. When the wipers are not running and I try to put a fuse in the spot for wipers it instantly pops. I really need to fix this any help would be appreciated!

Is that swap suspose to be plug and play or is a automatic pinned out different in the firewall 76 pin connector?

Did you try unplugging the wiper control module?

Check to make sure you connected the ground wire behind the kick panel by the E-brake, been there before.
