4r100 hanging shifts

I've got a 2000 f450 with 90k miles. On the way home yesterday it was shifting from 1-2 and 2-3 very late- 1/2 throttle, and wasn't shifting to the next gear until 2800 rpm or so. Once it shifted into OD the converter locked and it felt fine. At 35ish mph it wanted to stay in second at 2300 rpm or so. When its cold (first 15 miles or so) it shifts normally. I'm hoping its a VB or solenoid issue. Anyone have any thoughts/suggestions?

check the function of the EBP sensor and VSS sensor along with any codes first

I've seen this many times. It was always the engine not making the proper power. Fix the engine problem and the transmission magically was fine again.

Stock or reman trans? PTO or no? Some more infor would help.

EDIT~ What MArk ^^^ Says. I was having reverse issues, turns out the seal on the pressure relief valve in fuel bowl was bad and I wasn't building enough fuel pressure.

Stock trans. Has PTO, nothing connected to it currently. Truck seems to have plenty of power, no issues once converter locks up in or. I'll pull codes tonight

After driving it today it seems the biggest issues is the 2-3 shift. Its about a 50/50 chance it will shift into 3rd. The rest of the time it will end up going into OD. Results of scan are below. Looks like I'll be picking up a speed sensor on the way home to start.
