When you had the turbos off to exchange the HP back to your stock original, how did the LP look/feel?

Could that be the cause of my fueling issues. That's an electrical problem. Could it have happened with the cab off. I've never removed one. So IDK

A bad ground could cause ecm issue. Is it a mechanical fueling or ecm fuel control issue.

I have never seen the inside of K16 so this is why I ask and for a Canadian, you seem pretty sharp, but if VCV wouldn't open enough (due to a short in the wiring), wouldn't that cause fuel not to get in and possibly cause this? In the OPs case, I am guessing not cause he eventually makes RP, but if he couldn't make RP, wouldn't that be a possibility?

Usually a chafed harness comes with a voltage DTC with a no start. His rail pressure is steady when he is WOT, even when the boost builds. So the way I see it, its not a volume issue.

I have a low/high voltage DTC code right now. Haven't even tempted to find it yet lol.
