What creates pressure in the intake I checked the boost sensor but there's no pressure coming out of the nipple towards the sensor

Your problem is with your exhaust backpressure sensor, the wiring to the sensor, or the tube/fitting in the exhaust manifold is clogged. At idle, you should read around 14-15ish psi, not 2. Your turbo creates the "pressure" in the intake manifold, but you're not going to feel it at idle, no matter how much you rev it.

Truck is an 03. It has inferred ebpg only. There is no ebpa available due to the tuning in the pcm. I thought that as well till i read back and its an 03.

Pressure in the intake would be built by the turbo. Try pulling the intake elbow off, and see if the throttle plate is stuck closed or something maybe.

Have you checked for boost leaks? Specifically the intercooler for a tank blown off? If you stick a long screw driver and kinda pry the rubber chit away from it on the passenger side, you can typically see if the crimps have split. If you see orange or blue o ring, its definitely blown.

Seems like it may be a wiring issue. You should not be reading 2 psi with it unpligged. It should be 0 if i remember right.

Is it switching dlfast? Or is it kinda slowly stepping up and down? Also, does the exhaust change pitch when its cycling?
