Still getting p0132b code the vgt go up to 85% and down to 15%

That all looks normal, except the vgt percentage. Your turbo may be sticking. Does it change pitch when the vgt cycles?

IMO vanes are sticking or you have a bad/sticking VGT solenoid. Normally the VGT should not go to 15% or 85% when engine is running (except if you are tuned, then 85% at idle isn't unusual).

typical values:VGT % duty cycle
low idle 73%
high idle 43%
cruise 55%
light accel 67%
hard accel 38%
coast 57%

Looks like it stuck on vgt cycle it changes pitch when it cycles but not like before it seems to be slower

Did you ever check the vgt actuator? Do this by pulling it out, depress it with your finger a little, and have someone command it. You should feel it kinda buzz.

After answering the question above, could you repost the turbo data? VGT, boost (MAP), MAF?

Also, make sure the MAF and the IAT2 sensor connectors are tightly plugged in and the connectors and the wiring is in good shape. Since the turbo was removed, you re-verified no intake or exhaust leaks?

OK I check the vgt actuator getting 12 volts when the ignition is on and the plug is disconnected and when I reconnect the plug it gets 0 volts on the vgt actuator

Soujds like a wiring issue. What were you using to check ground? You may need to load test the wires. Use a headlight bulb and if it lights up bright, its good, dim, there is high resistance.

Are you using the ground wire for the sensor, or are you going to chassis ground? Also, a volt meter will not be able to properly load test a circuit. You could ohm out a circuit with 1 or 2 strands of wire connected, and it will ohm good. But obviously, thatwill not carry current very good.

I was looking at a video they were showing on YouTube about to check your turbo actuator and it seems like there's was closing all the way mine's is staying open a little bit but it's not closing all the way. Looking for a ride today had no power by got the boots up to 6 PSI with the throttle almost to the floor

Probably a Ford reman... Which are known to be junk out of the box.

I just had a complete and running engine from Ford come back in 1k miles. Impeller shaft sheared and sent the exhaust turbine out the tail pipe but not before it made a hole in the down pipe
