Try cranking it and watch ICP IPR values. It has to see about 500psi to have any chance of starting. Also run KOEO just to see and pull te codes just to see.
Unless you unplug the ICP sensor. That will default it and it will fire off the injectors assuming it has pressure. He did that, and it didn't fire, so we at least know he does not have pressure.
And with him verifying lube oil on the dash the big question is..... what is his IPR duty cycle and if it's like 20+, then is the IPR working, and if so.... does he have an injector puking.
Capping the pump outlets and cranking the truck with the scanner reading ICP can isolate the heads out of the equation.
Get a couple #6 ORB plugs and stick them in the pump. Don't get excited with torque and strip the pump.
