Is it possible they were auto hubs at one point and someone put manuals on to replace them? I did that on my rangers...

Replaced the relays, and still no 4wd. Going to order a new shift motor next week. Just haven't had much time to work on it the past week.

Yeah, replaced the relay's and the shift motor and it is working fine now. Sorry for not updating sooner.
