If you don't have an EGR cooler than you DO have an EGR delete. Just 'cause the egr valve is there, doesn't mean anything. It's not a EGR valve delete. Yes, I agree "dumb ppl"

Just leave the valve in place, and plugged in. With no EGR cooler, there's no flow going through it, but it's been discussed on here and PSN about the electronics in the valve playing a role in other things. So I'd say it's best just to leave it plugged in if possible.

im gonna ck the boots this weekend and maybe clean the turbo for the boost problem. i can hear it whistle so im guessing a leak. but dunno where to start for the other symtoms maybe replace ipr and screen. this summer (seasonal construction worker) im gonna do a reg return to eliminate dead head. sct livewire an air dog and 205s or 225s injectors and turbo undecided 68mm vgt or s300. also coolant filter and remote oil cooler and bypass filter. standpipes dummy plugs turbo feed line and drain and im sure im forgetting stuff i hate to sink money into it until i figure this out though

Sounds like the IPR may be stuck or bad.

Have you tried simply unplugging the ICP sensor and seeing if it starts any easier? I'd pull the IPR and inspect that, it sounds like IPR to me from those readings.
