Sounds like the IPR may be stuck or bad.

Have you tried simply unplugging the ICP sensor and seeing if it starts any easier? I'd pull the IPR and inspect that, it sounds like IPR to me from those readings.

wondering differance from 03-04 ipr to 05-07. my truck is 04 but icp on valve cover like 05 so which valve do i need. thanks.

so the ipr has been replaced and problem continues did happen when raining again no boost high egts and no rev when floored. hard to start cranks forever then puffs grey smoke and lights with a cloud of black smoke.
