May have to find an actual scan tool to put on it. You mentioned your ficm earlier, do you suspect it may be bad?
To my understanding if the truck was building hpo the ipr wouldn't be sitting at 95%

Pcm might be ***ky. Fuel pump only runs when the front plug on the pcm is unplugged. I'm ***ked. Chasing my tail on this one. Might have to bring it to somebody that knows what they're doing.

I fried my PCM about a year ago and went through something similar. Even though IPR would command .89 the truck would not start. I checked EVERYTHING. Multiple air tests, tons of new parts, new IPR, new ICP, etc... I was about to burn the truck down.

For fun I ended up disconnecting the IPR valve and made a jumper wire to the battery. I applied 12v to the IPR while turning the truck over and it started right up. I quickly unhooked the 12v and the truck ran like crap but stayed running. I hooked up the IPR again and the truck would not start. Come to find out there was no signal going from the PCM to my IPR valve.

I'll have to try that again later. I'm getting voltage to the ipr but from what i understand the resistance in the ground is what changes the ipr.

Now i can't read dtcs or tune the truck. Won't turn starter over unless i jump it, fuel pump isn't turning on.....

I am by far no expert on any of this, but sounds harness related. The values on your scangauge, do they read strange? Like a coolant temp of 32° or something? I do a lot of harnesses on outboards at the shop that chafe. When a sensor looses a ground or 5V, it affects the other sensors in the circuit... etc, corrupts the data stream and the pcm shows some default value. I know it's apples to oranges, but with multipe weird sh!t going on that's what it sounds like.

Everything else seemed to read pretty normal. Off to work for two weeks now so I won't even be able to touch it till the 2nd.

Dead alternator ? Had similar issue with no start and couldn't read anything turned out to be bad alternator

Do any fuses piggyback the PCM? I had a no start last year in my truck because the fuel bowl heater oring started to leak and it shorted, tripped the fuse, and it wouldn't start. That fuse piggybacked for the PCM which cause the PCM to not have power. Couldn't connect to the PCM for the insight and certain gauges on the dash lit up and stayed lit. Just a thought to look into chit that piggybacks the PCM fuse.

This may sound silly, but it worked for me. Your symptoms are more problematic, but check the oil temp sensor and make sure all of the copper is still there to make a connection and that it is making a connection. . . .

You might be on to something here. The oil temp has been kinda fluctuating lately. Plus i beat the ever living **** out of the sensor every time I take my up pipes out.

Will return to north Carolina on Tuesday to get working on the old girl.

Going to go ahead and air test and new pump to see if it's actually a hpo issue. I have a strange feeling it's electrical.
